The Ordinance Sub-Committee met last night and decided to meet each third
Tuesday (prior to Council) at 4:30 p.m. and begin reviewing the Code of
Ordinances beginning with Title 9 General Regulations.  Meeting Agendas will
be sent out as usual and will include the specific Chapters to be reviewed.
After the Sub-Committee reviews each Chapter and gives suggestions for
possible changes, Dave Wesner will review for legal accuracy.  The proposed
amendments will then be forwarded to the appropriate Oversight Committee for
discussion/action and finally on to Council.  

Included in Title 9 is the following:

Chapter 91     Cemeteries
Chapter 92     Fire Prevention
Chapter 93     Garbage, Weeds, Nuisances & Littering
Chapter 94     Health and Sanitation
Chapter 95     Human Relations

Plans are to review Chapter 90 Animals and Chapter 91 Cemeteries beginning
on July 15 at 4:30 p.m. in Council Chambers.  If you don't have a copy of
the Ordinances and would like a copy to review, please let me know.  They
can also be accessed through the City's website by clicking onto Code of
Ordinances.

Finance Special Committee Updates ~ Mike Puhr Chairman

 Minutes of Finance Sub-committee Organizational Meeting   July 1,2003

 

1. Chairman Puhr opened the meeting at 4:35pm

 

2. Committee members present were Kieth Souza, Robert Boyd, Dale Brandenburg and Chairman Mike Puhr. Terry Baldwin was absent due to

other commitments.

 

3. The committee set their meeting date as the first Tuesday of each month at 4:30pm. The next meeting will be August 5,2003 at 4:30pm.

 

4. The purpose and function of the committee is to look at spending tendencies, look for/at revenue sources and to review the tax levy and

budget.

 

5. Ron Neufeld was called upon to give a review of the tax levy and budget process, followed by questions and discussion by the committee

members.

 

6. The items of information presented to the committee by Chairman Puhr were reviewed and discussed. They included a sixteen

City comparison that will be used by the committee for future decisions. Ron Neufeld gave a detailed explanation of the various components

of the survey and answered questions. The combined revenue and financial statements for the past ten years were

Also presented. Chairman Puhr presented a fact sheet on sanitary and storm sewers, as well as streets and the ideal replacement

Schedule and costs. A study from Berns and Clancey comparing sewer rates in 71 communities was also presented. Ron Neufeld gave the

committee a copy of a 2000 waste water service charge proposal that was presented to the city council in March of 2001. This will be discussed at

the next meeting. Doug Ahrens and Cameron Alden both stated we are in need of implementing some type of capital improvement program to get

to a 100 year replacement schedule for sewers, not the 750 - 1000 year program we

are currently following. Title XI: Chapter 118 Public Amusement was presented and briefly discussed regarding sticker costs for various types of vending machines.

 

7. A list of topics for future discussion, includes Sewer Fees, Sales Tax, Amusement/Vending Machines, Police and Fire Pensions, I Police

Overtime Costs and Printing Cost Reduction.

 

8. The meeting was adjourned at 5:45pm
